It's on Ventura Blvd, near Reseda Blvd. It honors author Edgar Rice Burroughs' Tarzan series by putting wrought-iron representatoins of African animals as decorations on city light standards. ERB's ranch was in what is now Tarzana; and the community is named after his most famous creation.
