"Who Will Stop The Rain", (of trash)?

Friday's rain storm is a wash. While there was a lot of new flood debris deposited beneath the Balboa Bridge it also flushed out the last two years’ worth of leaf litter. I'm still bewildered. Who is responsible for cleaning up the trash that collects along the river banks and the concrete pedestrian walkway? The City of L.A. claims it's the job of the Army Corp of Engineers. The Corp points at LA Rec and Parks. Do the Friends of the LA River or the Santa Monica Mountains Conservancy have any role? I thought the idea when money was voter to improve the river it was supposed to go to cleaning up the trash. Instead we have a waterway filled with litter and none of the obvious responsible parties are lifting a finger to remedy the problem. Sure, there will be an annual Earth Day River Clean up complete with speeches and T.V. cameras but the pictures below don't lie. We pay an extra tax for the maintenance of the river. Its not clean. We should all get our money back.
