Banning Mobile Billboard Blight in L.A....

The City Council unanimously approved amendments to the City's ordinance prohibiting mobile billboard advertising displays in Los Angeles on Wednesday, March 7. 

The restriction applies whether they are standing alone or attached to a motor vehicle, on any Los Angeles City street. Once a 24-hour advance warning citation has been issued to a first-time offender, we will be able to impound the ad trailers that have blighted our streets.

I have worked for nearly 9 years on this legislation, in close cooperation with City Attorney Michael Nagle and Assemblymember Bob Blumenfield, on the City Council and as Chief of Staff to the previous Councilmember.

Assemblymember Blumenfield's state bill AB 1298  cleared a path so the City of Los Angeles could create regulatory tools to address this as a traffic safey and public safety issue. 

Mobile billboard advertising displays are a visual blight, pose significant safety hazards for motorists, reduce available on-street parking and impair the visibility of pedestrians and drivers. In order to address the proliferation of this blight and safety hazard, the State gave cities the authority to regulate advertising on non-motorized vehicles.

Unfortunately, mobile billboard operators constantly found and exploited loopholes in the law  and began attaching billboards to sleds, bicycles and inoperable vehicles, and moving them a few inches at a time to avoid the 72-hour parking restriction. The state legislation also gave us the authority to establish a minimum distance a vehicle must be moved after 72 hours.

Performance-Based Budgeting: Improving the Way the City Manages its Money...

This week, the Budget and Finance Committee heard my motion to implement Performance-Based Budgeting, which could dramatically improve the way the City manages its Budget.

Performance-Based Budgeting is practiced in cities including Dallas, Austin and San Jose, and is a way of incorporating strategic planning into the creation of performance metrics that can determine the effectiveness of government services.

The City's current practice is to base each department's budget for the new year on their budget from the previous year, not on what the department needs and how well it performs its functions. Performance-Based Budgeting can create efficiencies, reduce duplicative functions and hold General Managers accountable for measurable outcomes.

My motion calls for implementing Performance-Based Budgeting as a pilot with the Planning Department and the Bureau of Street Lighting in the 2012-13 Budget. Other City departments would then be phased in.

The City Administrative Office will report back on performance-based budgeting during the budget process this spring.

Moving to Our New District Office...

We are consolidating our Northridge and Chatsworth offices into a single location in Chatsworth.

Our new office will be more centrally located in our District. In addition to housing our District operations, staff offices, constituent services and meetings, the new office will also feature a Constituent Service Center, where residents can meet one-on-one with representatives from various City Departments to get assistance with certain City services. We will announce details on that service in coming weeks. 

Our (818) 701-5253 phone number will be disconnected on March 5 and on March 12, it will connect to our new office. Our (818) 756-8501 phone number will be disconnected on March 12, but it will have a recorded message giving our new phone number for one year.

A Year of Emergency Preparedness...

On January 17, the 18th anniversary of the 1994 Northridge Earthquake, we kicked off our Year of Emergency Preparedness in Los Angeles. 

Throughout 2012, we will be working on legislation, programs and public awareness efforts to help the residents of Los Angeles and the San Fernando Valley be prepared for natural or man-made disasters. 

Every week, our newsletter will feature a new item in an Emergency Preparedness Checklist. These are simple steps that everyone in Los Angeles should take in order to be prepared for any disaster. If you follow each item on this checklist, you will be highly prepared at the end of the year.

Week 9: Fire Extinguishers
Every home should have at least one fire extinguisher, but it's just as important that you have the proper type of fire extinguisher. Fire protection experts recommend you keep one for the kitchen, one for the garage and one for the rest of the home. Fire extinguishers are divided into four categories, based on different types of fires. Each fire extinguisher also has a numerical rating that serves as a guide for the amount of fire the extinguisher can handle. The higher the number, the more fire-fighting power. They can be purchased at Target, WalMart, Home Depot, Lowes, and other hardware or household wares stores, and online. 

Be sure to check the expiration date of all of your fire extinguishers and mark them on your calendar to be inspected and refilled.

North Hills West Neighborhood Council Community Clean-Up Event...

Join North Hills West Neighborhood Council this Saturday, March 10 for a volunteer effort to keep our community clean. They will be working on Roscoe Blvd. west of Hayvenhurst, picking up trash, raking, removing, and breaking down table weeds, cutting back bushes and trees, then bagging up the trash and clippings to be picked up.

Hope Worldwide & Santa Susana Mountain Park Association Partnership Clean-Up...

Following our first CD 12 Non-Profit Summit in November 2011, we sent out a “call for projects” to all of the organizations that participated.

As a result we were able to help Hope Worldwide organize a community service project for their annual Martin Luther King Day of Service. We helped recruit and organize the volunteers. 

Over 100 volunteers from Hope Worldwide joined Santa Susana Mountain Park Association to clean up trails, erect new signs and spruce up Santa Susanna Mountain Park, a beautiful natural and historic park that borders on our District.

Bring your unwanted or broken TVs, computers, toys, and other electronic devices to be safely and properly disposed of on Saturday, March 31 at St. Euphrasia School in Granada Hills.

405 Freeway Closures Will Impact Traffic To/From San Fernando Valley Valley This Weekend...

Metro reports that southbound lanes of the 405 Freeway between Getty Center Drive and the 101 Freeway will be closed from Monday, March 12, midnight to Tuesday, March 13, 5:00 am. The southbounds will close again on Tuesday, March 13, at midnight, and open again at 5:00 am.

Construction crews will be working on the Mulholland Bridge. They will start closing lanes as early as 10:00 pm, and all lanes will closed by midnight. During the lane closures, Sepulveda Blvd. will remain open as a detour route.

Friends of the Northridge Library is holding a used book sale on Saturday, March 10 at the Northridge Branch Library. Northridge Hospital Trauma Center Annual Champagne Brunch...

Save the date for the Northridge Hospital Trauma Center's Annual Golden Guild Champagne Brunch, on Sunday, March 25 at the Odyssey Restaurant in Granada Hills.

What happens in the first 60 minutes after traumatic injury is critical to one’s survival. That is why paramedics and trauma doctors call it “The Golden Hour.” The Golden Hour Guild is a volunteer fundraising group dedicated to supporting the Northridge Hospital Trauma Center.

This great annual event helps raise funds to support the Pediatric and Adult Trauma Centers at Northridge Hospital. Their 2011 event raised almost $60,000, which helped the Trauma Center purchase much-needed equipment for Northridge Hospital.

Canoga Orange Line Extension Construction Update...

Our Senior Transportation and Planning Deputy Hannah Lee reports this week on street closures in the vicinity of Canoga Ave. between Valerio St. and Parthenia St. for construction work on the Canoga Orange Line Extension. 

Crews will be implementing continuous street closures for the final paving of the street, at the intersections of Canoga Ave. & Valerio St., Canoga Ave. & Saticoy St., and Canoga Ave. & Parthenia St. The closure will affect traffic traveling along Canoga Ave.

The street closures start Friday, March 9 from 9:00 pm to 6:00 pm Saturday, March 10.

What to expect:
Detours for Valerio St:
Westbound traffic on Valerio St. will be detoured north onto Variel Ave., west onto Saticoy St., south onto Canoga Ave., and west onto Valerio St. Eastbound traffic on Valerio St. will be detoured onto south Canoga Ave., east onto Sherman Way, north onto Variel Ave., and east onto Valerio St.

Detours for Saticoy St: traffic traveling eastbound on Saticoy St., will be detoured south on Topanga Canyon Bl., east on Sherman Way, north on Canoga Ave., back to Saticoy St. Traffic traveling westbound on Saticoy St., will be detoured north on Canoga Ave., west on Roscoe Blvd., south on Topanga Canyon Blvd., back to Saticoy St.

Detours for Parthenia St: traffic traveling eastbound on Parthenia St., will be detoured south on Topanga Canyon Blvd., east on Roscoe Blvd., north on Canoga Ave., back to Parthenia St. Traffic traveling westbound on Parthenia St., will be detoured north on Canoga Ave., east on Nordhoff St., south on Topanga Canyon Blvd., back to Parthenia St.

One lane of traffic will be maintained for traffic traveling on Canoga Av.
Pedestrian access will be maintained at all times on at least one side of the street. Local access to businesses and residents will be maintained at all times. Parking may be restricted near the intersection. Fire Department and emergency vehicle access will be maintained at all times.
